Once you win the semi-finals you’ll be confronted by Oleana, who tries to prevent you from tracking down President Rose at Rose Tower. She recruits her Bad League Staff Member and gives him the key to Rose Tower. He then runs off to Wyndon square and you’ll need to find him there among all of the pretender League Staff Members. You can follow along with the video to see where you need to go to track him down and get the key.
