A Will Might Have Helped...

After researching, talking to folks and giving it much thought I've decided not to pursue this property. If I take the emotion of it being my mom's land out of the equation it's just not worth it. It's a rough neighborhood and it would be hard to do anything with the land unless I was living there full time. The taxes and fees they insist would be due are over $7000 and to get the land transferred to my name would likely be many more thousands of dollars. With that said, I have learned a lot and am on the hunt now for a better piece of land to suit my needs as a home base.
