Seoul, Tokyo start engaging in talks to resolve forced labor issue 한일 대화 재개, 강제징용 해법 찾나

South Korea and Japan have started holding talks since the Korean government announced it would conditionally extend GSOMIA on November 22nd.
The two sides are searching for ways to resolve the bilateral dispute rooted in the forced labor issue.
The forced labor issue had occurred when the South Korean Supreme Court ruled that Japanese companies should compensate Korean victims of Japan’s wartime forced labor in October 2018. Tokyo has expressed strong regret over the ruling by Seoul’s top court and started imposing trade measures on Korea.
Japan said the Korean individuals are not allowed to seek compensation as Seoul and Tokyo have signed the 1965 Basic Treaty, which settles all war reparations between the two sides.
The spat has heightened and turned into a trade dispute since Japan placed export curbs on Korea.
The tensions have grown between the two nations across the past five months. But they now have found a way to thaw the frosty ties.
The big task Seoul and Tokyo are facing is whether they could resolve the forced labor dispute.

지난 11월 22일 한국 정부가 한일군사정보 보호협정, 즉 지소미아를 조건부 연장하겠다고 밝히며 한일 간 대화가 재개되고 있다.
양국은 한일 갈등의 근원적인 문제인 강제징용 배상에 대한 해법을 본격적으로 모색하고 있다.
강제징용 배상 문제는 2018년 10월 한국대법원이 일제강점기 강제징용 피해자들에 대한 일본 기업의 배상 책임을 인정하는 판결을 최종적으로 내리고, 일본 측이 이에 반발하며 본격적으로 시작되었다.
1965년 한일청구권 협정으로 끝난 일이라는 일본 측 주장에 개인배상청구권은 해당되지 않는다는 의견이 맞섰으며, 양측 간 갈등이 일본의 ‘대한국 수출규제 조치’라는 국가적 분쟁으로 이어진 것.
일본의 첫 무역제재 이후 악화일로를 걷던 한일이 5개월 만에 마주할 기회가 생긴 만큼, 강제징용 해법안이 양국의 큰 숙제로 떠오르고 있다.
